I think it was planned like this initially and then both quests were modified to give only HP pots.
Same as living skill - it should make mass mana recovery and mass HP recovery pots, but this was changed very fast to only produce mass heal pots.
MC constantly tries to avoid mana chars tank.
My guess is, that has been done to keep sins in game.
Back then - CAP 70
Highest cave was CWC.
Only few monks were able tank with single fay.
Sins needed 2x fays, tamers and wizards needed 2x fays as well.
Currently any class can tank it single fay.
If mana users had easy to get mana pots level 3, they would be the preferred tank vs sin, cuz of the higher damage tamer do with comparable gear.
Next cave PRS:
Both sin and tamer/wiz (full cs) can tank PRS with single fairy now, so again the same - why get sin tank, if mana char tanks faster?
PL: both sin and mana char need 2x fays yet - again mana char will be preferred
WP: Sin have a slight advantage here - sin can tank with 2x fays - using second sin for soul, or monk for stun, but still can, while mana char cannot (not with 60-70 set tho)...
Conclusion - sins are spare tanks only cuz of endless stamina. If mana chars have an easy way to recover mana, sins will not be able to get purple sets and MC will loose money from combine ;)
Actually, the only problem are fighting mana potions level 2, which drop rarely and are expensive in AH.
Fighting level 2 + rapids level 8 are enough to keep your mana full.
I never tested can mana charms be used on PL 1st boss safely. If it is possible, this could solve the mana char issues tanking PL.
I was using mana charms a lot, while tanking Tan Wu Chen in the past.
They give 2.3k mana every 70 sec.
Add rapid mana potions level 8 to this (almost 3k mana every 3 min)
Roughly, this makes you recover 3k mana per minute and with battle mana recovery this is maybe 4k.
Using only heavy crack + rapid crack while tanking makes you use more than 4k mana per minute, but not much more, so chances are boss die before your mana ends.
In the worse case, near boss HP end, you'll have to count only on battle mana recovery and hit slow.
For octo and Jing, can use sin - bell gives enough time to recover mana with normal pots.
- Mana is enough to kill Master
- Si ming + Cui - need sin bell to recover mana
- Hua - need a lot of rapids and fighting mana pots level 2 to recover mana. Almost cannot use charms, as aoe will hit caster and break the cast ;(
If you wanna tank higher caves, go get pure int pet + all equip with int. Than you can tank easily. I have 19k mana on my wiz can tank CWC easily. And also, mana chars aren't made for tanking caves they are for dmg. Monk / Sin are for tank.
We have alot of alternative tanks like the manausers but the problem is always the mana goes out before the boss is dead.
My suggestion is the food u get by quests in Peace island , crab and shark that regenerates HP. change 1 of them to regenerate Mana.

I think its a good idea to get Mana potions from the Peace Island's quests... But it will not change a thing for the strongest Mana users, I actually saw many Mana users tanking many caves. You guys can also check in the "player screenshots sesion" a screenshot where I've done SPC with a fairy tanking, and it was so easier and faster than many teams with monk tanking. It depends also on your skills not just on your items.
